The Urban County Council adopted a Complete Streets policy in December 2022, with the goal of ensuring that every transportation project in Lexington considers all travelers and all ways of getting around (car, bike, scooter, etc.). The policy also emphasizes working together across city divisions, state partners, and developers.
In response, many divisions across LFUCG have been drafting guidelines for what Complete Streets could look like in Fayette County. These guidelines make up the Complete Streets Design Manual. Once adopted, it became one of six manuals that guide development in our community. This manual is a technical document that defines specific rules for designing and building streets.
The Complete Streets Design Manual is an official engineering manual and was approved by the Urban County Council on September 10, 2026.It will replace Lexington’s Roadway Design Manual(last updated in 2005).

The Urban County Council adopted the Complete Streets Action Plan in December 2023. The plan outlines key steps to help put Lexington’s Complete Streets Policy into action and was developed through collaboration between LFUCG divisions, public agencies, community groups, and local leaders.

The Division of Planning presented on the updated design manual. The Committee voted to send the manual to the full Council following a presentation and discussion.
Design Manual Received Full Council Review - August 18, 2026

Following the review and favorable vote by the Environmental Quality & Public Works (EQPW) Committee, full Council voted to move the Complete Streets Design Manual forward. They also approved amendments clarifying portions of the manual related to separated bike lane design guidance as well as the allowable widths of neighborhood streets.
